Valueclick are a reputable and well established ad network which offer a wide ariety of ads and ad sizes. Campaigns are normally CPC (Cost Per Click), although CPA (Cost Per Action - eg. affiliate programs) can be opted for, and a limited amount of CPM (Cost Per Thousand Impressions) campaigns are available as well. However, campaigns often can only achieve a low CTR (Click Through Rate), which means that you won't earn as much as with a high paying cpm program. However, Valueclick does pay in various local currencies including the GB£ and the Euro (as well the the US$).
